MassTLC 2020 Jobs Growth Challenge

In 2010, MassTLC challenged its members and the Commonwealth to create 100,000 new technology jobs by the end of the decade. The benefits of achieving this goal are enormous: $8.8 billion in incremental tech wages; an additional 163,000 professional level positions in support fields (marketing, accounting, legal, etc.) resulting in an additional $8.2 billion in wages; and an enterprise value gain of $50-75 billion.
 
In 2010-11, a Task Force of both MassTLC and outside experts came together to create the following framework and recommendations (see full report):


People / Workforce
  • Continue to promote visa reform on the federal level while also pursuing a short-term, state-sponsored work-study program for graduates designed to help qualified applicants stay in the United States
  • Bring industry adjunct professors into the classroom
  • Provide matching funds to underwrite the MassTLC internship program and for start-up internship stipends
  • Establish a retraining program for experienced Massachusetts technology workers 
  • Make programming a requirement for high school students

Capital / Finance
  • Eliminate capital gains tax for angel/start-up funded technology companies
  • Earmark a substantial new sum of quasi-public funding in the Mass. budget to startup/small tech companies
  • Government as first buyer: Create competitions to solve key problems
  • Lead an intensive lobbying effort to protect federal R&D funding
  • Support efforts to create a new state fund capable of matching federal and other grants for R&D

Infrastructure / Business Environment
  • Create an increasingly business-friendly environment
  • Establish a tech-specific marketing program
  • Create an "Innovation Czar” or other cross-departmental mechanism to focus innovation efforts
